Post 2 Commissioner Karleen Ferguson says no plans to run again

GILMER COUNTY, Ga. – With questions and considerations coming for next year’s elections in Gilmer, the question falls to those on the Board deciding if they will run for re-election or not. Post 2 Commissioner Karleen Ferguson has spoken out on the subject saying, “At this time I do not plan on running for Post 2 Commissioner.”

Gilmer has seen changes since Ferguson first came to office including the outbreak of the COVID-19 virus, changes to the Land Use Ordinance, implementing the county’s River Ordinance, and increases in developments and residential discussions of zonings.

With the opportunity to run and continue her service, Ferguson commented on her current position to stay out of the race saying, “When I first came into office I had much more flexibility in my career. At the time I was a rep for a nutrition company for 20 years that allowed me very flexible hours allowing me to start Stay Active Ellijay and still have time for my Commissioner responsibilities.”

As that company restructured and the outbreak brought changes including the closing of Stay Active Ellijay, Ferguson has seen many changes in her personal life as well.

Ferguson indicated these life changes have also changed her ability to serve and find time. She still has a child in college and has also had her family increase with new grandchildren. As such, she stated an increasing desire to also find more time with them, her farm, and her marriage. She stated, “It has been challenging for Robert, my husband, and for my children to endure me serving. Anywhere I go around town residents come up to me with concerns and many voice their opinions on social media and of course the negative ones are very hurtful to those that love me. I signed up to serve in this way, but they didn’t.”

Transitioning out of the county position will still take all of 2022 as her final year, but she has already looked to the future taking a position with Talona Ridge RV Resort team. She stated, “After meeting the Talona Ridge RV Resort team and understanding their vision and desire to be part of our community I knew I would be a good fit and they offered me the job as their Events & Activities Coordinator. They completely understood my responsibilities to serve as Post 2 Commissioner was my first priority after my family and they have been incredibly flexible with all the “special called meetings” etc. that are part of being a Commissioner in this county. Even though they have been incredibly flexible it’s a lot to have a full time job and serve as a Commissioner in this county.”

Ferguson also serves on the Board of Directors for the Fannin/Gilmer Habitat for Humanity. She said, “I look forward to bringing awareness to Gilmer County of this incredible organization.”

Additionally, she said she wants to continue support for Georgia Mountain Trail Partnership, “which is a local non-profit that supports and advocates for all of our trail systems including hiking, biking, equestrian, water etc. God has given us these beautiful mountains and rivers and I’ll always be passionate about protecting them.”

Yet, all of 2022 stands between now and the county’s next potential Post 2 Commissioner. In her final year, Ferguson still has projects she wants to see completed before she steps down. From the pool and continued improvements for River Park to affordable housing, she said she still has ideas for the county. She noted concepts like a stage at the park saying, “I can see concerts down there for families and a place for the baseball players to gather after their parade… I’m very excited that our community businesses want to help in this endeavor.”

A part of the housing team that applied for grants, Ferguson said that housing and the GICH Grant are also tasks she hopes to tackle moving forward.

While her statement only offered her feelings at this time, Gilmer’s Post 2 Commissioner is already set to continue on in Gilmer County in 2022 and onward, even if not in a county commissioner’s seat.

String of thefts has authorities investigating

GILMER COUNTY, Ga. – The Sheriff’s Office is asking citizens to be diligent this week as October has seen a string of thefts involving specific equipment.

According to a recent post by the Sheriff’s Office, October has seen “several thefts” that have been some type of heavy equipment including tractors and trailers. One citizen noted her husband’s work truck was recently stolen, the work truck including a dumping bed. Additionally two excavator buckets were also stolen.

The Sheriff’s Office has not specified any specific details on any thefts, but has noted that the heavy equipment connection. They also asked citizens to take specific note of their equipment just in case something happens.

They stated, “If you own equipment, please keep note of the brand, model, serial/VIN # and any distinctive identifying markings.”

Citizens should also take extra precautions at this time with any equipment like this. Securing vehicles, tractors, trailers, and even potentially bobcats and attachments for anything like this.

The Sheriff’s Office has not disclosed what possible connections these thefts could have either with each other or any possible connections with any other illegal activities within the county.

Citizens have already started conversations and sharing information and looking for ways to aid neighbors. In addition, the Sheriff’s Office has asked that any citizens you may have any information about stolen equipment, “Please call Detective Henson or Detective Sippel in the Criminal Investigations Division at 706-635-4646 or 706-635-8911 after normal business hours. If you see any suspicious activity, call 911 immediately.”

County will expand water next year with American Rescue Plan

ELLIJAY, Ga. – In discussions for the spending of funds from the American Rescue Plan, Gilmer County’s Board of Commissioners heard a proposal from the Ellijay Gilmer County Water and Sewerage Authority (EGCWSA) to utilize funds for the Roundtop Road area of the county to extend water lines to the Pickens-Gilmer line.

Water has already reached part of the area. EGCWSA Director Gary McVey spoke in the October Commissioner’s Meeting about the project, saying that the plan was to from the end of the current water line all they way down Roundtop Road.

McVey stated that a majority of calls requesting city water come from this area currently. He noted that the well water in the area has high iron content.

Adding to the project, McVey said he wanted to treat the new line exactly like the last project in the area with the funds paying for the meter installation and even the tie-ons between a meter and a house. It was stated that the EGCWSA Board might reduce impact fees for citizens, but McVey did not say it would negate them. He noted that this would be a board decision that would have to be made. Additionally, the project also looks to make water more readily available in emergencies, aiding in fire protection along the way.

The cost of the project is estimated at $1 million.

As opposed to other projects approved recently, such as the county’s hazard pay for employees, this project will not be put into motion until next year with the second round of the American Rescue Plan funds.

The county has been discussing projects and is continuing to pursue them, however, waiting until the next round of funding will allow the county to go forward with its plans and allow the EGCWSA to begin plans and preparations for the new project before 2022. The official motion came for a resolution to approve the project and reserve the upcoming funds for it.

The county already saw its first opposition and support for the project in the same meeting as citizens wishing to speak portion. With one citizen asking for a rebate for water filters he has had to buy in his area of the county for the same iron issues.

City of Ellijay to discuss removal of downtown parking Monday

ELLIJAY, Ga. – More than just citizens living inside the city limits, people from East Ellijay and all over Gilmer County outside of either city’s limits have been voicing opinions and concerns over the loss of parking on the square and down River Street.

parkingThis Monday, October 15, 2021, will see the Ellijay City Council hear the proposal from a representative of the Downtown Development Authority (DDA) and has an agenda item to take action on the subject. The agenda lists this as “Downtown Parking Elimination Test.” The idea is to test how the area will respond without parking through Light Up Ellijay in December. The Mayor’s Report in the city council notes that this will eliminate parking “on the roundabout and River Street.”

Discussion has risen from the DDA, but has found stark opposition from certain members of the public. From very specific concerns of elderly and handicapped people looking to keep the close by parking for places like the Cantaberry Restaurant, Blue Ridge Olive Oil Company, Ellijay Wood Fired Pizza, River Street Tavern, and others to general concerns about eliminating any parking in such a busy area of the city.

Those speaking in favor of the elimination have quoted public safety concerns and traffic flow. Accidents have occurred in the area and comments have been made referencing these incidents when someone may pull out or back out into traffic. Others have complained about how difficult it is to back out of the lots on the square.

Discussions have also come from some to convert the roundabout parking into all handicapped parking spaces and marking off several spots to allow for van unloading from the sides for wheelchair users.

parkingThe Downtown Square already has posted speed limits signs along River Street and the city has also put up flashing signs in the past warning drivers of their speed as they cross the bridge on River Street.

Eighteen parking spots isn’t a large number compared to the lot sizes like the one behind Dalton State College or the one behind the courthouse next to the Tabor House, but the main push to keep the spots has focused on the needs for closer parking for older people. Four years ago, in 2016, research was shown in the Gilmer Board of Commissioners meetings as the county was losing its hospital proving Gilmer had 25% of its population as 65 or older. Since the COVID-19 outbreak, research has proven that the consistent occupancy of Gilmer County is increasing from more and more people moving here along with more and more tourists visiting.

The question of the day and the question behind the parking spots on the roundabout and down River Street, ultimately, has very little to do with parking, but has everything to do with traffic and congestion. Some downtown business owners are also pushing to keep the roadside parking to allow for older citizens to have easier access, but also to allow for those who may see an open spot and are only looking to quickly get in and out of one store instead of touring the downtown area.

Officials have emphasized that the action taken, if approved, is only a test run. Discussion has continued to run rampant among how the city would block off the spots, what kind of image it gives to visitors, what it would do to locals, how it would affect businesses, how it will change the look and feel of the downtown area. Discussion will continue on Monday, October 18, 2021, at 5:30 when the City of Ellijay enters its workshop right before the 6:00 p.m. meeting.

Gilmer Animal Shelter expansion approved

The plan actually includes both expansion and retrofitting of the facility. With encouragement from groups like FOGAS (Friends of Gilmer Animal Shelter), Volunteers Helping the Gilmer County Animal Shelter, Paws Be Good, Homeward Bound, Furry Paws, and many others according to Jack Peyton of FOGAS, who spoke first in the Commissioners meeting on September 9, 2021.

The expansion and donations have been discussed before with questions arising over how the county will support the annual increase in budget for maintaining a larger facility.

Many of those who spoke at the meeting, including Animal Shelter Director Daniel Laukka, stated that the need for a larger facility is already here and more growth is coming. Laukka and others spoke about how animals have become so increased in number that they are being housed in areas like offices simply because their is not enough room elsewhere. With cages in his own office for cats, Laukka spoke of the benefits that the expansion and retrofit will provide in caring for the animals, and how some money could be saved in the annual costs.

Minor items like having to take animals to the vets office for spay/neuter appointments will be neutralized as the expansion has a small area for vets to come and perform the procedures in the animal shelter with equipment in the shelter.

Laukka said he already has 2 vets committed to coming to the shelter to do this. With volunteers continuing to help when possible, speakers in the meeting repeated the need that they have seen as they have helped and visited the shelter. He also noted that a local commercial laundry service has offered to service new laundry equipment designated in the retrofit for free. Also helping with some additional maintenance costs.

Additional discussion moved from what is needed to what has already been accomplished. Dr. William Mitchell, a veterinarian, walked to the podium and said, “I am here to speak in support of Daniel.”

Though the topic at hand was about plans to expand the animal shelter, many of the speakers spoke specifically to what Director Daniel Laukka has accomplished and the leadership he has provided. Dr. Mitchell went on to say he has worked with Animal Control facilities for several decades, “I have never seen a more dedicated and hard working individual than Daniel.”

Laukka himself said he could never do what he does without his staff and supporting groups. It is a collective of efforts from the community that support the shelter.

Programs from supporting groups have allowed for help in the community like low cost spays and neuters for those who need it and the capturing of feral cats in order to spay/neuter and then re-release.

All of these culminate in a department that citizens said has every county in North Georgia looking at Gilmer and how they handle this. One speaker went so far as to call it a “mecca” of the animal shelters in the area.

Laukka himself noted that in 2013, the shelter averaged around 1800 to 2000 animals a year. Laukka noted that close to 1100 of those animals were euthanized every year. WIth expansion first looked at four years ago, according to Laukka, the county instead went with a van that is used in partnership with other programs in other states in the north.

With this hard work towards becoming a “no kill” status, Laukka said in the meeting, “Ninety-nine percent of the animals that come into the shelter now, leave the shelter alive, adoptable, healthy. I get all the credit for it but I couldn’t do it without all the volunteers and the employees. The employees do way more than anybody could ever know.”

Almost 45 minutes of discussion saw every single person that did stand to speak on the topic discussing their support for accepting the donations and the expansion plans. After that, the commissioners moved to the agenda item on the plans.

As the unanimous vote made approval of the plans for expansion, citizens rose to their feet in applause to show their own approval of the motion.

A very emotional night saw several speakers fighting back tears, and so followed Chairman Paris as he said, “I understand. I can’t say a lot, but I’m going to make a motion to accept the money and build a shelter.”

Post Commissioner Karleen Ferguson later seconded the motion after clarifying and Paris’ amending his motion that the county fund an expansion with costs not to exceed the fund for the building from the donations. He explained the fund contains a little over $1.5 million. As such, the fund is specifically designated for the shelter. Paris said there is nothing else it can be used for.

According to a statement by FOGAS, “The input, planning, architectural work, and engineering have been completed for this expansion project.” Now, the county will take on the plans with the intent to bid and begin construction. The engineer was present at the meeting and relayed that with the work that’s been done, the county could be bidding the project by the end of the year with construction to begin in 2022.

Speaking on the expansion, Director Laukka said, “I could probably stand up here and talk for hours about what we’ve accomplished over the last few years but I want to accomplish more over the next few years as well. It’s definitely something we have to do together.”

Pickens BOE sets millage after Executive Session for personnel

JASPER, Ga. – A special called meeting of the Pickens County Board of Education met this week and put the final approval on the board’s millage rate.

Upon calling the meeting to order and approving the agenda, however, the Pickens County Board of Education retreated to an executive session to discuss, as Board Chair Sue Finley read, “the appointment, employment, compensation, hiring, disciplinary action or dismissal or periodic evaluation or rating of a public officer or employee. Or to interview applicants for the position of superintendent.”

The board took no action upon exiting executive session, but instead moved on to the regular agenda.

An official motion came to approve the Board of Education’s millage rate at 14.30 mills. Board Member Aaron Holland made the motion with a second from Steve Smith.

This sets the millage rate 0.53 mills lower than last year and continuing the steady decline according to the school’s 5-year history of the tax levied.

The system estimates, according to the 5-year history, $22,648,385 in total M&) taxes levied. The budget denotes $24,908,755 in local taxes.

Finley said, “I would like to thank Mr. Young and Ms. Smith for their hard work to make this happen to bring our budget to the point where we can have our millage rate at 14.30 and still have our budget in the black. Thank you very much.”

A unanimous vote for both the millage rate and the FY 22 budget saw the board passing an initial budget for the year.

That budget totals $48.7 million, estimating that the school system’s fund balance will remain at $10.5 million.

 

Gilmer Schools responding to COVID case increases

EAST ELLIJAY, Ga. – “Gilmer Schools have seen an explosion of positive COVID cases and quarantines throughout this week.” Gilmer Schools Superintendent Dr. Brian Ridley read a statement during the Gilmer County Board of Education this week on Thursday night, August 19, 2021, during their Regular Scheduled meeting.

As of that meeting, the total cases in Gilmer’s school system surpassed a district wide 900 students in quarantine and 100 positive cases in students and staff.

That explosion also culminated in the cancellation of the season opening varsity football game against Pickens on Friday, August 20, 2021. The school system stated, “Decisions such as these are not taken lightly, and we must prioritize the safety and well being of all student-athletes and spectators for both teams.”

Dr. Ridley said in a letter to parents about COVID restrictions earlier this week that the school system would be mandating masks and face coverings starting on Monday, August 23, 2021. He stated, “I feel it is imperative that we act now in an effort to keep our students safe and our schools open.”

In efforts to notify and share the information well in advance, that letter was sent out. However, at the Thursday meeting, Dr. Ridley also informed citizens that while working with the Department of Health, new guidelines will be coming next week in implementation. He confirmed that he would be discussing these with the press on Monday to inform citizens more about those changes as the school looks to continue implementing DPH guidelines into the schools.

As of now, Monday will see masking on school buses only with strong encouragement to wear masks throughout the day. Dr. Ridley also urged others to consider using masks and getting vaccinated against the virus. During his statement in the meeting, Dr. Ridley stated, “Students and staff who are fully vaccinated or masked during exposure will not be subject to quarantine.”

Additionally, the Board of Education also approved COVID leave time for staff that have exposures and positive tests. Superintendent Ridley stated that the official numbers will be updated on their website tomorrow, August 20, 2021.

COVIDWith the announcement of new COVID guidelines made and implementation on the way, the school system is currently working on the “logistics of implementing this new guidance as early as Monday or Tuesday of next week.”

Gilmer is continuing with quarantining for 10 days and requirements to be fever free for at least 24 hours without the use of fever reducing medications with an improvement of symptoms.

Additionally, Dr. Ridley previously told FYN that virtual academy was not being implemented for the start of school, but Gilmer does have the option if the need arises. He did not mention virtual academy at the meeting.

As the Superintendent shares more information on the changing guidelines FYN will continue to share new articles with the updated information.

Sheriff highlights quarter of a million dollars in illegal drugs siezed

ELLIJAY, Ga. – Recent highlights have shown major steps in our county by the Sheriff’s Office and cooperating agencies and agents with cases like the recent arrest of a wanted member of the Ghost Face gang to arrests made after Gilmer Deputies uncovered the murder of a woman in Cherry Log.

Today, the Gilmer County Sheriff’s Office and Sheriff Stacy Nicholson released information pertaining towards the seizure of illegal drugs, guns, and operations in the county. Totaling a quarter of a million dollars, this number is only made more alarming to know that it is only the total amount captured in the first half of 2021.

Sheriff’s deputies and agents of the Appalachian Regional Drug Enforcement Operation have reported the majority of captures as Methamphetamines, a drug that has been a problem for Gilmer County for years. Along with the information, they listed many of their seizures and the dates of occurrence:

According to the Sheriff, this is not an exhaustive list. During their release “from the desk of the Sheriff,” Nicholson states, “This post highlights some of the more significant drug cases that GCSO Detectives, Crime Suppression Unit (CSU), K9 Deputies and Appalachian Regional Drug Enforcement (ARDEO) Agents have made for the first half of 2021. This doesn’t include all cases made, however it does highlight the more significant ones.”

Another point to think about is that this is the amount they seized, continuing operations still have more and more drugs circulating through the streets.

During these operations alone, 33 people have been arrested. According to the National Institute of Drug Abuse, a study in 2018 showed 67,367 deaths by overdose in Georgia alone. According to the Georgia Department of Public Health, 2020, a year with most people at home in isolation and quarantine, Gilmer County alone saw 534 Emergency Department visits over the year related to Drug Overdose specifically. That number is only those who made it to the Emergency Room to be treated.

Many others offer alternative stories. Stories like a boy who overdosed on his own couch, and rather than call 911 to get help, his friend leaves him to die so he doesn’t get caught with the drugs.

Sheriff’s Office takes Dillon Andrew Godfrey into custody

ELLIJAY, Ga. – An official statement from the Gilmer County Sheriff’s Office has confirmed that Dillon Andrew Godfrey has been taken into custody over the weekend.

Godfrey, 28, fled from authorities in the area of Gunstock Creek Road according to the Sheriff’s Office. Now captured, he faces charges including Aggravated Child Molestation, 2 counts of Child Molestation, Cruelty to Children, Probation Violation, 3 counts of Obstruction.

The office thanked citizens for tips and help in spreading information, but did not comment on exactly how he was taken into custody. They have been seeking Godfrey’s whereabouts since Monday, June 7, 2021, and asking for information and help in locating him. Several comments on their Social Media post mentioned possible location, but the Sheriff’s Office also encouraged people to call in at the Sheriff’s Criminal Investigation Division.

Allen Wigington convicted of 44 felonies and 5 misdemeanors

JASPER, Ga. – Arrested in January of 2020, former Chief Magistrate Judge for Pickens County, Allen Wigington was convicted recently on his charges racketeering, forgery, and theft. Now serving a 15 year total sentence. However, he is expected to only spend 5 years in prison.

According to the state, Attorney General Chris Carr announced that the office’s Prosecution Division has concluded its case against Judge William “Allen” Wigington.

They said, “He was found guilty of 1 count of Racketeering, 3 counts of Fourth Degree Forgery, 5 counts of Theft by Taking, 39 counts of Unauthorized Use of a Financial Transaction Card, and 1 Count of Violation of Oath of Office. In total, his crimes amounted to 44 felonies and 5 misdemeanors. He was sentenced to 15 years in prison.”

The Pickens County Sheriff’s Office worked alongside the Georgia Bureau of Investigation in the case reaching all the way back to 2016. According to the the Georgia Attorney General’s Office, the investigation began when a local non-profit organization noticed that Judge Wigington had paid his personal credit card bill using the non-profit’s bank account. He reportedly made several questionable purchases for instance he made three separate transactions of $923, $848.31, and $317 from Pickens County Magistrate Court to give to a nonprofit with the “intention of depriving owner of said property.” In reports of the crimes investigated, it was stated that he charged $96.27, $137.82, and $343.84 on Pickens County government card for personal expenses at Hampton Inn in Kingsland, Ga, Doubletree by Hilton at Atlanta Airport, and Hilton Bonnet Creek Hotel in Orlando, Fla. It was also discovered that he had been double billing the county for travel reimbursements. The Attorney General’s Office also specifically noted that “Judge Wigington also stole 200 dollars that was designated to purchase a suit for a child whose family could not afford to purchase it.”

Attorney General Chris Carr stated in a press release, “Mr. Wigington violated the public’s trust in the worst way, and he will now serve time for his deceitful behavior. I commend the work of our Prosecution Division, the Georgia Bureau of Investigation and the Pickens County Sheriff’s Office for uncovering the extreme lengths that Mr. Wigington went through to defraud his community. The theft of taxpayer funds will not go unpunished, and we will continue to root out this type of public corruption in our state.”

When the investigation became public and a GBI Warrant was executed to search his office on January 29, 2020, authorities reported that Judge Allen Wigington turned himself in and later resigned his position as Judge.

Though the Attorney General’s Office notes a 15-year sentence, it was stated in their release, “He will serve 5 in custody, followed by the remainder on probation.”

Incident 1

Judge William “Allen” Wigington was appointed Chief Magistrate Judge of Pickens County in May of 2011. He resigned in February of 2020 related to these charges.

In March of 2019, Judge Allen Wigington was a member of a Masonic Lodge in Jasper, Georgia known as the Blaine Lodge. He held the position of treasurer. At the March meeting of the Lodge, the Lodge secretary noticed that there was a discrepancy in the Lodge bank account. There was supposed to be $8,000 in the account, but the bank account balance was only approximately $5,900. Examination showed that Wigington had paid his personal Chase credit card bill out of the Lodge account in the amount of $2,118.37. The secretary immediately sent a text message to Wigington who advised that the account must have been hacked and that he would take care of the matter the next day. Wigington contacted the secretary the next day and advised that the bank refused to help Wigington, and the bank told him that he would have to contact Chase to solve the problem. As a follow up, Wigington told the secretary that Chase said that they couldn’t directly deposit the fraud reimbursement in the Lodge’s account. Therefore, Wigington planned to have Chase send the money to the Courthouse, and Wigington would reimburse the Lodge through the courthouse.

Wigington thereafter wrote three checks from Pickens County Magistrate Court account to cover the Lodge’s loss. The three checks totaled $2,188.37, which was more than was drawn out of the Lodge’s account. The Lodge secretary immediately noticed the discrepancy and knew that Wigington had lied to him. The secretary communicated the issue to another Lodge member.

That member confronted Wigington at the courthouse. Wigington told the member that he received the reimbursement checks from Chase, but that his clerk accidentally deposited them in the Magistrate Court’s account, and that he reimbursed it from the Magistrate Court’s account. Wigington showed the member copies of the alleged checks. Eventually, Wigington changed his story saying he made an error. He said he used the Lodge’s account to pay his credit card bill.

The Georgia Bureau of Investigation (GBI) followed up with Chase Bank in January of 2020. A subpoena to Chase found that Wigington had forged the three Chase checks that Wigington showed the member to corroborate the lie that Chase had reimbursed him for the alleged hacked account.

On January 28, 2020, the GBI received documentation that Wigington had purchased multiple Apple tech products on his Pickens County Magistrate Court Purchase Card (p-card) on November 19, 2018. Three of the purchases would later be substantiated as work-related, but there was not an explanation for an Apple Watch and AppleCare support.

As a result of these documents, the GBI expanded its investigation into Wigington’s p-card usage. The results found the following inappropriate expenses:

  • September 14, 2017 – Hampton Inn, Canton, Georgia
  • September 15, 2017 – New Orleans Hyatt Riverside
  • March 31, 2018 – Doubletree Hotel in Atlanta
  • February 17, 2019 – Disney Hotel
  • September 23, 2019 – Jacksonville Hotel on the way to take a cruise

Four of these hotel expenses are related to family vacations to Disney, cruises, etc.

Incident 3

The GBI and Pickens County Sheriff’s Office discovered that Wigington falsified documents to cover up his personal expenses. For example:

On July 18, 2019, Wigington documented a P-Card expense of $366.99 as an HDMI converter box, HDMI switch, and computer charging case. Normally, these would be considered appropriate expenses. However, when the Sheriff’s Office and GBI looked at the actual Amazon documentation, it was noticed that Wigington had purchased a Nintendo Switch, Apple Airpods, and an Airpod charger.

This occurred numerous times over years with Wigington purchasing everything from electronics to skin care.

Incident 4

Wigington was an associate of the High School Mock Trial program. One of the children could not afford a suit for a competition, so a local defense attorney gave Wigington $200.00 to purchase a suit for the student. Wigington pocketed the $200.00 and used his P-Card to purchase two suits from K&G: one for the student and one for himself.

The Violation of Oath of Office is an all-encompassing charge for his misconduct.

 

Gilmer Schools lifts masks mandate on buses

EAST ELLIJAY, Ga. – Step by step, little by little, Gilmer County is lifting restrictions and slowly moving back to far more casual life. Leaving behind masks and other PPE, the entire nation is taking steps as people are returning to sports arenas and school events like proms and graduations are showcasing the step back to life without certain constraints.

This week saw Gilmer’s Board of Education take another step on that same path as requests came for the board to lift the mandate for masks on buses.

This mandate has been in place all school year since Gilmer welcomed students back into class with the options for in-person or virtual learning. Now, a week before graduation, the board unanimously agreed that the time has come to step back from such restrictions. This does not mean you won’t see masks anymore. Superintendent Dr. Shanna Downs made note that lifting the mandate only means they are optional now. Each student and parent are still the ones talking about the choice. According to Downs, many students do still wear the masks and have their own ready.

Downs said that many drivers have noted that students who don’t wear masks throughout the day will tend to forget them in a classroom. Bus drivers have some available, but the need for more has gone up as more students have laid down their masks throughout their standard day.

Board member Ronald Watkins, who has voiced opinions in favor of personal choice before, commented in the work session saying, “I say let them take them off.” Watkins advocated in favor of the request as he said to give the kids the option to wear them or not.

When questioned, Downs said that she has seen more masks used in elementary levels as opposed to higher grades.

While some comments were made among the board that this is only taking effect in the final days of this school year, it does set an indication as to what the board plans moving forward. As of now, this means that masks will continue to be optional on buses into the next school year.

Of course, should things change, the Board could always reinstate, but for now, it is 5-0 vote for lifting the mandate and allowing students and parents to make their choice on masks.

GTC confirms 515 alternate path to Boardtown road project

GILMER COUNTY, Ga. – An official statement from the Georgia Transmission Corporation (GTC) today has given relief to the Boardtown road community, through Highway 515, who have been vocally opposing the major project’s plans to build on the road.

The community and its leaders often stated that they supported the project and agreed with it being a needed upgrade, but wanted the project relocated to a different location. Many specifically stated Highway 515 as an alternative.

Even GTC said they had originally looked at 515 but were turned down.

515 515Today, with the aid of House Speaker David Ralston and Senator Steve Gooch, the GTC said, “Following months of extensive analysis at the request of the local community, Georgia Transmission has determined that Highway 515 is a viable corridor for the Whitepath Electric Reliability Project. Conversations are underway with the Georgia Department of Transportation to develop a proposed route for the project adjacent to Highway 515 that meets engineering and safety constraints.”

GTC gave specific thanks to Ralston and Gooch and the community saying the result was a culmination of efforts and input from “community partners including citizens, civic organizations, and elected officials.”

As plans continue for the official path the 46 kV sub-transmission line will take, a preliminary path has already been laid out in consultation with Speaker Ralston. GTC said that this new path involves purchasing easements to minimize the impact of the line on rights of way owned by both the public and the Georgia Department of Transportation.

In late September of 2020, GTC said they were beginning “an extensive look” into the 515 and another alternative path. Just over seven months later, they are confirming this path as viable.

The opposition started last year after a series of public information meetings showed a pathway leading down Boardtown road after GTC had already ruled out the 515 path and one along a CSX rail line.

GTC said the Highway 515 path was denied due to limitations including a request denial by GDOT. 

Now, with the path approved, House Speaker Ralston said, “This outcome demonstrates that workable solutions can be achieved when parties come together in cooperative spirit for the betterment of the community. Sen. Gooch and I are pleased that our partners at Georgia Transmission and Amicalola EMC have done their due diligence in service to the community and are not able to take the next step in ensuring reliable electricity for households and businesses in Gilmer County.”

Ralston was brought in on the project discussion after Gilmer County’s Board of Commissioners drafted letters to him and Gooch last year. Citizens flooded into the county’s monthly meeting asking for help in discussions to find an alternative path from Boardtown. With the board’s letters and offers to set up additional meetings for citizens, they pledged to aid in what ways they could.

With the confirmation of this alternative path’s viability, Georgia Transmission Vice President of Project Services John Reese said, “Georgia Transmission is proud that we were able to honor our word to the community while fulfilling our mission of helping to keep the lights on for Gilmer County. Although considerable work remains to be done we appreciate the active engagement of Amicalola EMC and its members, and the leadership of Speaker Ralston and Senator Gooch, in identifying a solution to the critical electric reliability need in the area.”

According to GTC’s statement, they will soon begin undertaking the process necessary for “advancing the route along Highway 515.” This process involves finalizing the route, contacting property owners in the area, and more public meetings.

Missing Mother of two discovered in Cherry Log murder

GILMER, Ga – Last seen in Doraville, Georgia, on April 17, Rossana Delgado was discovered as the victim of a murder in Cherry Log on April 20, 2021.

The Gilmer County Sheriff’s Department continued investigations and offered a report on the activity clarifying, “We DO NOT feel that there is a current threat to our citizens in the area.” The Sheriff’s Office was working alongside the Georgia Bureau of Investigation (GBI) in the death investigation.

Since then, FYN has confirmed with authorities that the victim was Rossana Delgado. A mother of two has been missing from the Barrow County area since last Friday. The GBI now has four suspects with a possible fifth. Pictured are those suspects.

According to other reports, Delgado’s last known location was in Doraville, Ga. on April 17. They also indicate that she spoke to her husband at about 7 p.m. last Friday night. This was before picking up a person for her job. Reports say she drove a red 2017 Ford Focus as part of a job with a taxi service. However, it is unclear whether it was with Lyft, Uber, or another similar service.

While her husband did track her through her phone for a while, he and authorities did not find Delgado as her phone was discovered in public storage on Covington Highway. Unfortunately, that search ends today as Gilmer County Sheriff’s Deputies identified the victim of a murder in Cherry Log.

Since Thursday, April 22, 2021, social media has been covered in theories, reports, and rumors that citizens have spread about the crime while authorities have tracked evidence and worked with the GBI in the investigation. Now, they are releasing more information on their discoveries. As with most police investigations, details are limited due to the ongoing investigation and other duties like notifying family members first.

The GBI has officially issued murder warrants for suspects in the Gilmer County murder of Delgado.

The GBI stated, “The suspects that are wanted in connection with this murder are Megan Alyssa Colone, 30, of Stone Mountain, GA, Juan Ayala-Rodriguez, 35, of Gainesville, GA, Oscar Manuel Garcia, 26, of Austell, GA, and Mario Alberto Barbosa-Juarez, 29, of Oklahoma City, OK.  It is believed that the four suspects plus a fifth suspect, that has yet to be identified, may no longer be in Georgia.”

It is also noted that Colone may be traveling under the alias, Grace Beda. Colone is believed to be traveling with her minor children. Authorities nationwide have been alerted about these individuals.

According to the GBI’s press release, “On Tuesday, April 20, 2021, at approximately 7 a.m., the Gilmer County Sheriff’s Office conducted a welfare check at a residence in Cherry Log, Georgia.”

Concerted efforts to identify the fifth suspect are ongoing.

The GBI echoed the sentiment saying that this investigation is still very active.  The GBI and the Gilmer County Sheriff’s Office continue to coordinate with the Barrow County Sheriff’s Office, the DeKalb County Police Department, and the Chamblee Police Department, as well as multiple state, local, and Federal agencies to locate and hold the responsible parties accountable.

As the investigation continues and authorities continue to release information, FYN will continue to update this story and new articles as it becomes available. The GBI stated that the autopsy results are pending, but upon completion of this investigation, the file will be provided to the Appalachian Judicial Circuit District Attorney for prosecution.

Watkins announces final term in Board of Education

EAST ELLIJAY, Ga. – Referencing the recent dissension over the school’s 2021-2022 calendar, board member and current Chairman Ronald Watkins said he has caught major backlash over the issue.

Watkins announced in the BOE’s public comments session this month that he will not be running again in the coming elections. Dealing with much of the frustration from the public and what he stated as “people telling a little bit of the truth and a little bit of lies,” Watkins voiced his anger over the issue and the backlash to him as a public official.

During his comments, he denounced citizens who, according to Watkins, claimed he voted based on his own vacations. Saying that he raises chickens, he said he could not plan vacations on the calendar regardless of which one it was. He went on to say that if he had his choice, Gilmer’s Calendar would be that of Murray County.

Watkins said he has been on the board for years working for the public. He said, “I took up for every kid, teachers, and everybody.” He condemned the public’s response on the recent issues referencing something he saw in “emails.”

As if speaking directly to those people in the meeting, Watkins said, “You ain’t going to get to vote against me next year,” as he announced that this would be his final term.

However, the calendar issue may not have been the direct cause of this announcement, Watkins claimed that he had previously spoken with Superintendent Dr. Shanna Downs about this being his last term and not wanting to run again. He said he had “made that promise” a while ago.

Linking in another resignation, Watkins furthered addressed the resignation of Dr. Downs saying that she resigned and that “We did not run Dr. Downs off. She had my full backing. You can sit there and shake your head no, I don’t care. She had my full backing. This was her decision.”

While it is unusual to see such an early announcement of decisions on running for office, it was made publicly, in an open county meeting. This makes two absences that the Board of Education will face in its future. However, Watkins did not tender a resignation, meaning that he will continue to serve the remainder of his term as of this time.

The board has faced member resignations in the last five years, which is how Watkins current service began as he filled the remainder of a term left from a resignation before running for office for the following term.

BOE names Kim Cagle as Interim Superintendent

EAST ELLIJAY, Ga. – As the Board begins its search for a new Superintendent, they officially named Kim Cagle as the county’s Interim Superintendent.

Cagle is currently Assistant Superintendent for Student Services in Gilmer Schools. She will step into the role of Interim Superintendent on May 28, 2021, the final day for current Superintendent Dr. Shanna Downs. This will also be when the board transitions from accepting applications to actively pursuing its new Superintendent through interviews.

AS the Interim Superintendent, she will be guiding the board over the summer during the selection process as she was approved as Interim Superintendent from from June 1 until August 31, 2021.

Cagle has operated alongside Downs during her time as Superintendent, bringing experience in the position, the board’s ongoing tasks and operations, and the community.

Official approval for Cagle came after an executive session during April’s regular meeting. There were no other recommendations made and she was unanimously approved.

Dr. Shanna Downs later stated in a press release, “I believe the Board’s selection of Mrs. Kim Cagle as Interim Superintendent will allow for a very smooth transition and help the district maintain continuity of progress and programs. I feel very comforted to know that I am leaving the district in such capable hands.”

Cagle will be working with the board and alongside King-Cooper and Associates during the search. While the board hopes to review applications and conduct interviews in late May and early June and to select the next Superintendent by July, the board’s approval is effective until the end of August should any delays arise.

Gilmer BOE takes first steps in new Superintendent Search

EAST ELLIJAY, Ga. – With official approval having come on April 15, 2021, in their monthly meeting, the Gilmer County Board of Education has begun its search for the next Superintendent with King-Cooper and Associates search firm.

With a press release, Gilmer Schools made a statement about the search saying that they would accept applications for the position until May 21, 2021. They stated, “The vacancy will be advertised by electronic postings on the school system web site, the search firm’s web site, and on the web sites of the Georgia School Superintendents Association and the Georgia School Boards Association.”

King-Cooper an d Associates was approved as the firm by a memorandum of understanding during the board’s April regular meeting. They are a small search firm based in Thomaston, Georgia. According to their release, “King-Cooper and Associates specializes in customized and affordable superintendent searches for small and medium size school systems. The firm assisted the Board in their last search in 2015 and has conducted over 65 successful superintendent searches in Georgia.”

Because they will accept application until late May, this date falls in conjunction with the previously reported final day of current Superintendent Dr. Shanna Downs on May 28, 2021. In the time after, Gilmer’s Board of Education named Ms. Kim Cagle to serve as Interim Superintendent.

Steps of the search will include advertising the position, receiving and processing applications, verifying reference and background information, sorting applications based on the Board’s selection criteria, and the scheduling and facilitation of interviews. Dr. Sandy Addis will serve as the lead facilitator of the search.

“Our job is to secure a strong pool of applicants and to assist the Board to select the very best superintendent for Gilmer County,” Addis said. “We handle the details of the search and provide the best possible information for the Board to make a good choice but we don’t tell the board who to hire,” Addis stated. “There will be strong interest in the position because of the positive reputation of the school system, the community, and the Board. Gilmer County is one of Georgia’s most desirable and attractive school systems.”

According to their press release, the Board hopes to review applications and conduct interviews in late May and early June and to select the next Superintendent by July. During April, the Board will conduct surveys to determine what characteristics and qualifications the community and school system employees think are most important in the selection process. A survey for parents, students, and community members will be posted on the system web site at www.gilmerschools.com. A similar survey will be emailed to all school system employees.

They stated, “The Board will utilize survey results in the interview and selection process to employ a superintendent that meets the needs and expectations of the community.”
